EBS Form Open A blank Tab When Using JWS 12.2.8 And October Security Patches (Doc ID 2629804.1)

On : 12.2.8 version, Forms for App Technology, RDBMS 12.1.0.2 , utilizing Java Web Start, Intenet Explorer 11.

ACTUAL BEHAVIOR

EBS form strange behavior : JWS 12.2.8 and October Security Patches

After applying the October Security Patches from Doc ID 2586423.1, when open the bookmark or favorite, a second tab opens up and is all white, move back to the login screen tab and there is a pop-u p asking if you want to Open or save frmservlet.jnlp ~ you select open and all runs cleanly.

EXPECTED BEHAVIOR

Do not get the a white tab open, while opening forms.

STEPS

The issue can be reproduced at will with the following steps:
1. Applied October Security Patches from Doc ID 2586423.
2. Open a form from Favorites.
3. Get the blank tab, before get the Java applet dialog box
